Description of Project:
To cope up the ongoing projects benefits, gauge unification plan and subsequent activities including to replace the old overaged rolling stocks.BR is badly in need of strengthening its capacity in providing container train services in Broad Gauge/Dual Gauge sections. To enhance availability, reliability of Locomotives and meet up increased demands of passenger trains to facilitate transportation of people by Railway with extension of services to the remote areas of the country Broad Gauge Locomotives are to be procured. A number of Broad-Gauge passenger carriages are also to be procured by which new trains could be introduced along with enhanced passenger carrying capacity and amenities as well in order to cope up the increasing popular demand. Moreover, for smart solution to port-based regional and overseas trade, new BG Container trains are to be introduced in near future. BR’s Traffic and Commercial Department has already placed a demand of BG BFCT wagons and Brake Vans to operate BG Container trains. Hence, as a step forward, a range of rolling stocks should be procured immediately.
The specific objectives are to:
a) Procurement of 260 nos. Broad Gauge Passenger Carriage for Bangladesh Railway.
b) Find out whether the projects will be technically, economically, financially, environmentally, and socially viable. |
Description of Actual Services Provided by Staff of this Firm in the Assignment:
The scope of consultancy services for the detail feasibility study will include but not limited to the followings:
1. Processing and analysis of collected data according to the requirement. 2. Review of all available relevant reports, documents, and studies available. 3. Recommendation for number & types of rolling stocks to be procured. 4. Prepare detail cost estimates for the proposed project, showing foreign exchange, local currency, tax and duty elements etc. 5. Analysis of rates used for cost estimates along with reference from potential manufacturers of rolling stocks should be provided.
a) Market/ Demand Analysis
a.1 Traffic forecast:
1. Conduct detail traffic survey and collect both primary and secondary data to find out actual demand of transportation facilities. Analyse the existing traffic (Both Passenger & Goods) of various modes of transports.
2. Forecast future traffic (Both Passenger & Goods) duly considering the impact of the development activities of the government and private entities. 3. Find out what portion of the future traffic can Bangladesh Railway attract
a.2 Technical/Technological & Engineering Analysis
1. Identify the core requirements for procuring the rolling stocks. 2. Identify the available rolling stocks in the market and select the industry standard components which fulfil the functional needs of BR. 3. Identify technical specifications such as route-specific performance parameters, top speed, kinematic envelope etc. 4. Identify passenger and goods carrying capacity, ambience, and facilities. 5. Specification: Provide description and specification of the rolling stocks. 6. Costs estimates: estimation of the financial needs for project design, implementation and operations, component wise cost estimates should be provided based on evidence. 7. Implementation timeline: a realistic project timeline along with the implementation schedule should be provided, (for example, a Gantt Chart with the work plan).
a.3 Environmental Sustainability, Climate Resilience and Disaster Risk Analysis
An environmental monitoring plan needs to be prepared for detecting changes taking place in the environmental components due to project implementation. This monitoring plan will be followed through the project period. It may be updated if any new impacts and risks are identified. |
