Transaction Advisory Services for Construction of Bridge on Bhulta-Araihazar-Bancharampur road over the river Meghna under PPP on G2G Partnership Basis.

Bangladesh Bridge Authority conducted detailed feasibility study for construction of the proposed bridge. Based on reconnaissance survey, hydrological and morphological study and discussions with the stakeholders, the bridge alignment has been fixed at about 100m from existing Ferry Ghats. The approach road on Narayanganj side will be connected to Bostail Bus stand on Bostail-Araihazar-Narshingdi road with a junction with Bhulta-Araihazar road. A number of bridge options from 110m span continuous post tension Box Girder options to 650m main span Cable stayed Bridge were examined. The cable stayed bridge with 650m span has a total length of 1320m has been recommended. The balance portion of the bridge is 110m+70m post tension box girder on either side. Meanwhile, the Meghna Consortium proposed a 200m span extradosed bridge or a cable stayed bridge with 300m span for better bankability, which will be examined through the Review and Update of Feasibility Study.

The DSCL has engaged by IIFC (hereunder referred to as the Client) to carry out Traffic Study (Traffic Survey and Modelling), Environmental Impact Assessment (EIA), Resettlement Action Plan (RAP) & Land Acquisition Plan (LAP) for the Construction of Bridge at 17th km of Kochua-Betagi-Patuakhali-Lohalia-Kalaya Road (Z8052) (At Pairakunju Ferryghat) Over Paira River.; funded by GoB

Scope of work for the consultant

DSCL scope of work is limited to give Traffic, Social and environmental inputs only in WP 1, 2, 3, and WP4.

WP1: [Phase 1] Review and Update of Feasibility Study deliverables:

a)       Carried out LAP and RAP as per Bangladesh government rule on project area

b)       EIA and ECC

·        Review and update environment and social impact as identified in the feasibility study in relation to the project (Initial Environment Examination, Initial Social Examination and Environmental Impact Assessment and Social Impact Assessment).

·        Recommendations report for safeguarding environment and social impacts (Environmental Management Plan).

c)       SIA

·        In carrying out the assessment and setting out the recommendations, compliance with relevant Bangladesh environmental and social laws, regulations, policies, procedures and guidelines and Equator Principles should be addressed.

d)       Needs Analysis

f)        carried out of Traffic Studies and traffic modeling

·        carried out traffic surveys and demand forecasting on the basis of feasibility study carried out by BBA and the detailed feasibility study to be carried out by Meghna Consortium

a)    Review and update the traffic structure and/or carry out fresh traffic survey and traffic forecast, if needed, expected growth, competitive projects or facilities and prepare a tariff analysis, identify critical market risks, and possible mitigation strategies on the basis of feasibility study carried out by BBA and the detailed feasibility study to be carried out by Meghna Consortium.

b)    Conduct willingness to pay survey with potential users.
