Description of Project:

The Coastal Towns Environmental Infrastructure Project (CTEIP) is a key infrastructure initiative of the Government of Bangladesh, implemented by the Local Government Engineering Department (LGED) under Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Co-operatives (MLGRD&C).

The CTEIP project consists of three components (i) improved climate-resilient municipal infrastructure, (ii) strengthened institutional capacity, governance, and awareness, (iii) project management and administration support. The impact of the CTEIP project will be improved climate change resilience and natural disaster preparedness in coastal towns. The outcome of the project will be improved access to climate-disaster resilient municipal services, including (i) municipal infrastructure such as drainage, cyclone shelters, urban roads, bridges, culverts, solid waste management, bus terminals, slum improvements, boat landings, and markets, (ii) water supply, and (iii) sanitation.

Description of Actual Services Provided by Staff of this Firm in the Assignment:

Services included:

§ Collection of groundwater sample from the two subproject locations to carry out water pollution testing of defined parameters.

§ The water quality testing parameters included: pH, Total Suspended Solids (TSS), Turbidity, Total Coliform (TC), and Fecal Coliform (FC).

§ The calibrated HANNA pocket-sized pH meter (pHep; HI 98107) was used to conduct the pH test on field, while the other parameters (TSS, Turbidity, TC & FC) were tested at Department of Public Health Engineering (DPHE) Laboratory.

§ Carry out ambient air quality monitoring at the two subproject locations for air pollution monitoring of defined parameters.

§ The air quality testing parameters covered: Air Suspended Particulate Matter (SPM), Respirable Suspended Particulars (RSP)/Dust – PM10 & PM2.5, Oxides of Nitrogen (NOx), Sulfur Dioxide (SO2), and Carbon Monoxide (CO).

§ The air quality parameters were tested using different equipment’s such as, SPM by LATA Envirotech APM 250 (Combined PM10 / PM2.5 Sampler); RSP by LATA Envirotech APM 250 (Combined PM10 / PM2.5 Sampler); NOx, SO2 & CO by LATA Envirotech LES 411.

§ Conduct analysis of Suspended Particulate Matter & Coarse Particle (PM10); also carry out analysis of Gaseous Air Pollutants (NOx, SO2 & CO).

§ Carry out ambient sound level monitoring at the two subproject locations (both day and night time) for noise level measurement.

§ Noise level measurements were conducted using an HTC Scientific Sound Level Meter (SLM), SL – 1352.

§ Collection of soil sample from the two subproject locations to carry out soil pollution testing of Oil & Grease, and Arsenic.

§ The investigation of chemical releases to soil were made using a composite soil sampling technique to measure the contaminant and the composite samples were created from equal volume subsamples collected from four to five equally spaced locations sampling area, and a common 6-inch-thick vertical depth interval.

§ The soil samples were tested at Dhaka University (DU) Laboratory.

§ Preparation of an Environmental Quality Test Report based on the analysis result of water pollution testing, air quality monitoring, soil pollution testing, and noise level measurements.
