Description of Project:
Hazrat Shahjalal International Airport (HSIA) Expansion Project shall aim to increase the existing capacity of passenger & aircrafts, and thereby cope with other international airports around the world. The proposed will be implemented by the Civil Aviation Authority of Bangladesh (CAAB) of the Government of Bangladesh, in coordination with, the Japan International Cooperation Agency (JICA). The passenger handling capacity of present terminal buildings is 8 million per year, while the current running capacity has already reached to 7 million per year. Every year the number of passengers is increasing. Besides, since the establishment of this airport during Pakistan era, the handling of aircraft was only three to four, and with some interim expansions, present capacity is 300 to 400 aircraft. The civil works of this airport expansion project will include: – 3rd terminal building (new passenger terminal building) construction with high & modern facilities, starting from the present Domestic terminal to Padma Oil Company to Le-Meridian canal, targeted to ensure a nice and hassle-free environment for the international and national passengers’ luggage. – Multi-Level Car Parking linked by Tunnel. – Construction of new VVIP terminal (complex). – Construction of new cargo terminal (complex). – Expansion of airport apron. – Expansion of parking apron. – Construction of 9 connecting taxiways. – Construction of taxiways (2 rapid exits and 1 connecting taxiway for the runway 14 threshold). – Landside service road with elevated road and connecting road with Dhaka Elevated Expressway. – Improvement of water supply & sanitation system as well as drainage and sewerage improvement, construction of sewage treatment plant etc. – Improvement of drainage system (new drainage system) for solving the water logging problem in the new area. The main electrical work within the proposed airport expansion project will include: – Airport ground lightening system. – Installation of passenger boarding bridges. – Installation of central air conditioning systems. – Improved luggage handling system. – Installation of new lifts and escalators. – New fire-fighting systems, fire alarm and fire detection system. – Rescue and fire-fighting facilities and equipment. – Installation of new standby generator. – Intake power plant with distribution system. – New electrical substation and distribution system installation. – Hydrant fuel supply system. The communication & security improvement works will include: – Communication system. – Navigational aids. – Improved luggage carrying system. – New scanning and CCTV system. – Security and terminal equipment. The scope of this assignment was to conduct environmental quality monitoring, carry out public consultation meeting, and accordingly preparation of the environmental quality monitoring and public consultation report. The environmental quality monitoring activities included: surface water sampling & quality testing, groundwater sampling & quality testing, ambient air quality monitoring, soil sampling & quality testing, ambient sound level monitoring, and vibration level monitoring. |
Description of Actual Services Provided by Staff of this Firm in the Assignment:
Services included: § Conduct ambient air quality monitoring for 8 hours duration each at the three subproject locations and carry out testing of defined parameters. § The parameters measure for air quality were: Particulate Matter (PM10 and PM2.5), Oxides of Sulfur (Sox), Oxides of Nitrogen (NOx), Carbon Monoxide (CO), Ozone (O3), Lead (Pb). § Collection of surface water samples from the three subproject locations and carry out testing of defined parameters. § The parameters measured for surface water quality were: pH, Turbidity, Electric Conductivity (EC), Total Dissolved Solids (TDS), Total Suspended Solids (TSS), Ammonia-Nitrogen (NH3-N), Orthophosphate (PO4), Iron (Fe), Lead (Pb), Dissolved Oxygen (DO), Chemical Oxygen Demand (COD), Biochemical Oxygen Demand (BOD5), Zinc (Zn), Sulphate (SO4), Oil & Grease. § The surface water samples were tested at Bangladesh University of Engineering and Technology (BUET) and Dhaka University (DU) laboratories. § Collection of groundwater samples from the three subproject locations and carry out testing of defined parameters. § The parameters measured for groundwater quality were: pH, Turbidity, TDS, Color, Total Coliform (TC), Feacal Coliform (FC), Total Alkalinity (as CaCO3), Chloride (Cl–), Iron (Fe), Manganese (Mn) and Arsenic (As). § The groundwater samples were tested at BUET laboratory. § Carry out ambient noise level measurement at three subproject locations (15 minutes duration) only at the day time. § Carry out vibration level measurement at three subproject locations. § Collection of soil samples from three locations and carry out testing of defined parameters, such as Organic Matter, Lead, Iron, Cadmium, Zinc, Oil & Grease. § The soil samples were tested at BUET and DU laboratory. § Organization of public consultation meeting with different stakeholders surrounding the project location/area. § Preparation of banner for the public consultation meeting and send invitation letters to the stakeholders to join the public consultation meeting. § Preparation of monthly Environmental Quality Monitoring and Public Consultation Report. |
