| Description of Project:
Hazrat Shahjalal International Airport (HSIA) Expansion Project shall aim to increase the existing capacity of passenger & aircrafts, and thereby cope with other international airports around the world. The proposed project will be implemented by the Civil Aviation Authority of Bangladesh (CAAB) of the Government of Bangladesh, in coordination with, the Japan International Cooperation Agency (JICA).
The scope of this assignment was to conduct environmental quality monitoring, carry out public consultation meetings, and accordingly preparation of the environmental quality monitoring and public consultation report. The environmental quality monitoring activities included: surface water sampling & quality testing, groundwater sampling & quality testing, ambient air quality monitoring, soil sampling & quality testing, ambient sound level monitoring, and vibration level monitoring. |
| Description of Actual Services Provided by Staff of this Firm in the Assignment:
Services included: § Conduct ambient air quality monitoring for 8 hours duration each at the three subproject locations and carry out testing of defined parameters. § Collection of surface water samples from the three subproject locations and carry out testing of defined parameters. § The parameters measured for surface water quality were: pH, Turbidity, Electric Conductivity (EC), § Collection of groundwater samples from the three subproject locations and carry out testing of defined parameters. § Carry out ambient noise level measurement at three subproject locations (15 minutes duration) only at the day time. § Carry out vibration level measurement at three subproject locations. § Collection of soil samples from three locations and carry out testing of defined parameters. § Organization of public consultation meeting with different stakeholders surrounding the project location/area. § Preparation of monthly Environmental Quality Monitoring and Public Consultation Report.
Focus Group Discussion (FGD) § In connection with the Environmental Impact Assessment (EIA) of Hazrat Shahjalal International Airport (HSIA) Expansion Project, organized a Focus Group Discussion with the participants of the Representatives from different Stakeholders around the project location, who are directly or indirectly benefited or affected by the project. § The Stakeholders included: businessmen, social workers, UP Member, Retired Government Officer, and Superintendent Engineer of CAAB, as participants of the program attended the FGD meeting. The discussion program was arranged as a medium of expressing opinions of the local people about the airport expansion project. § The FGD meeting was arranged at the Conference Room of the Superintending Engineer, P&D/QS Circle, CAAB, Kurmitola, Dhaka. § Questions from the FGD participants regarding the proposed airport expansion project were responded and noted accordingly. § Preparation of the summary report on FGD meeting. Information Disclosure Meeting (IDM) § In connection with the Environmental Impact Assessment (EIA) of Hazrat Shahjalal International Airport (HSIA) Expansion Project, organized an Information Disclosure Meeting to disclose the information about the HSIA Expansion Project to the Social Elites of the project surrounding area. § Preparation of banner for the IDM and send invitation letters to the Social Elites to join the IDM meeting. § The participants of the IDM meeting were from various occupations, including Assistant Manager (Electrical) of Biman Bangladesh, Conservator of Forests & Wildlife from Forest Department, Additional Chief Engineer of Roads & Highway Department, Representative from JICA Preparatory Survey Team, Director of Garments Factory, Member, Police Inspector, Councillor, Director of BREB, Executive Engineer of RAJUK etc. § The information disclosure meeting was arranged in Dhaka Regency Hotel at Airport Road. § Preparation of the summary report on IDM meeting. Noise Measurement § Carry out continuous noise measurement for 7 successive days at three locations. § Recording model of airplane during the noise measurement as far as possible from the noise measurement station. § Preparation of the Noise Measurement Report. Collection of Data and Preparation of Socio-Economic Study Report § In connection with the Socio-Economic Study Report of Hazrat Shahjalal International Airport (HSIA) Expansion Project, collect socioeconomic data by questioner survey from directly or indirectly benefited or affected persons of the project. § The Stakeholders included: businessmen, social workers, UP Member, Retired Government Officer, and Superintendent Engineer of CAAB, as participants of the program attended the FGD meeting. The discussion program was arranged as a medium of expressing opinions of the local people about the airport expansion project. § The FGD meeting was arranged at the Conference Room of the Superintending Engineer, P&D/QS Circle, CAAB, Kurmitola, Dhaka. § Preparation of the summary report on FGD meeting.
