| Description of Project:
The Government of Japan (GOJ) has extended its financial assistance in 2010s for large scale development projects to realize the initiative of the Bay of Bengal industrial Growth Belt, BIG-B, to accelerate industrial agglomeration along the dhaka Chittagong-cod Bazar belt area and beyond, for developing economic infrastructure, improving investement environment, and fostering connectivity. Chattagram District, Cox,s Bazar district, and bandarban district are located in the southern part of the belt. As the development center, paurashava in Cox, Bazar district are expected to be growth driven force. Required Labor force is estimated at around 40 thousand by 2016 and around 110 thousand by 2041, which has been causing a sharp increase of population in the area. The southern chattogram regional development project which is a preparation process by LGED and JICA by appointing Nippon Koei to conduct the preparatory survey will tackle the above challenges through providing public infrastructure for improving their life quality and binging disparities among them. DSCL has engaged by Nippon Koei Co. Ltd (hereunder referred to as the Client) to carry out the environmental and social survey (IEE and EMP) for Batch-1 Subprojects in the Southern Chattagram Region Development Project under JICA Preparatory Survey. |

Services included: § Describe Subproject Information (Task-1) a. Subproject scope b. Subproject activities c. Subproject cost § Collect and Analyze Domestic Legislation (Task-2) Latest pertinent regulations and standards governing environmental quality, labor, health and safety, protection of sensitive areas, land use management at international, national and regional level, etc. § Collect and Analyze Environmental Baseline of Subproject Area (Task-3) a. Methodology b. Physical resources c. Biological resources d. Socioeconomic condition § Analyze Potential Impacts caused by the Subproject (Task-4) Potential environmental and social impact identification by reviewing physical, biological and socioeconomical resources § Analyze Alternatives (Task-5) Alternative suggestions from environmental, socioeconomic or cultural viewpoints than the originally proposed projects. § Propose Mitigation Measures (Task-6) Measures of avoidance, minimization, mitigation of negative impacts, feasible and cost-effective measures to minimize the impacts etc. § Develop the Environmental Management Plan (Task-7) Preparation of EMP and monitoring plan for the implementation and impacts during construction and operations phase of the project. § Conduct Local Consultations (Task-8) Prepare and conduct public consultation with related government institutions and local stakeholders, keeping records. § Organize Workshop (Task-9) Organizing workshop for PIU and PIO with the presence of PMU with the result of IEE Other Tasks as Required (Task-10) |
