Feasibility Study for Replacement of Dilapidated and Narrow Bailey Bridge at Important Points “(Chattogram Zone)

A substantial portion of the bailey bridges on the RHD road network are found in Bangladesh’s three hill districts, specifically in Rangamati, Khagrachari and Bandarban districts. The other bridge locations are in Chattogram and Cox’s-bazar districts. The timely and regular repair of these bridges has proven to be a serious challenge. Any bridge breakdown interrupts the flow of traffic in hilly areas when there are few other options due to physical limitations. RHD is preparing to rebuild 105 Bailey bridges beneath Chattogram Zone against this backdrop. 92 of the total number of bridges are found in hilly areas. However, RHD is necessary to undertake the EIA of Replacement of decrepit and Narrow 101 Bailey Bridges at various sites in Chattogram Zone before preparing the Development Project Proposal (DPP).

The assignment’s scope comprises preparing the Environmental Impact Assessment (EIA) report, Environmental and Social Impact Assessment (ESIA) report, Land Acquisition Plan (LAP) Report and Traffic Study Report for the 105 Nos Bridge. To carry out the task, the following activities were performed:

·        5 Individual EIA report for 5 Nos 100 Meter or above bridges and single EIA report for the Total 105 Nos Bridges under the Project. For baseline data collection, Air quality, Water quality, soil quality, Noise, Vibration, temperature, wind speed & Velocity data were collected from the project location.

·        About 850 nos. household survey was conducted in the region to collect primary social data to prepare the Environmental and Social Impact Assessment (ESIA) report.

·        Based on the social survey data on the bridges alignment, a Land Acquisition Plan (LAP) is prepared for the project authority.

·        Traffic count and Traffic Origin Destination (OD) survey is conducted in each of the road that has a dilapidated bridge under the project. Traffic Prediction and current traffic study report is prepared

·        About 40 nos of Focus group discussion (FGD) among peoples of Chattogram region are conducted during the EIA, SIA and Traffic study of the project.

·        Environmental monitoring of various issues due to project activities, such as, environmental pollution (dust, noise, and water); issues as listed in the EMP; provision of safe water, sanitary toilet facility and hygienic accommodation for workers at camp sites; provision of adequate occupational health, safety, and fire safety facilities; flora & fauna; waste management system; drainage system & vegetation.

·        Carry out environmental quality monitoring sampling and testing.

·        Conduct ambient air quality monitoring for 8 hours duration each in 14 location and carry out testing of defined parameters, such as Carbon Monoxide (CO), Nitrogen Di-oxide (NOx), Sulphur Di-oxide (SOx), Particulate Matter (PM10) and Particulate Matter (PM2.5).

·        Collection of surface water samples from 13 locations and carry out testing of defined parameters, such as Temperature, pH, Temperature, Turbidity, Electric Conductivity (EC), Biochemical Oxygen Demand (BOD), Chemical Oxygen Demand (COD), Total Dissolves Solids (TDS), Total Suspended Solids (TSS), Total Coliform (TC), Faecal Coliform (FC) and Oil and grease.

·        Liaison with Client for project activities, reports & invoices submission and follow up payment.
