Description of Project:

Currently, in Bangladesh, electricity is subsidized, which keeps the cost of electricity for the public affordable. The government of Bangladesh aspires to become a high-income country by 2041. So, the gap between electricity generation cost and tariff needs to be reduced gradually. Therefore, it may be expected that electricity tariffs from traditional sources will continue to rise in the future to eliminate the gap. Moreover, due to increased consumption, load shedding also increases, occurring nearly several hours a day on average. About half of the power available is wasted even during peak times. To secure energy sources, especially oil, gas and coal, alternate energy sources such as wind, hydro and solar energy have been brought into consideration.

The cost of solar-generated electricity will decrease in the future as solar-based technologies advance and solar panels become more affordable.  To save electricity expenses in the future, different industries are being encouraged to install solar PV-based power plants. Due to the constant fall in price in solar-based technologies compared to the expected rise of grid tariffs, the current electricity costs from the solar plant are almost identical to grid tariffs. This allows the gap between generation cost and tariff to be minimized in the future. In these circumstances, financing renewable energy-based projects make environmental and financial sense aside from fulfilling the country’s goal of ensuring everyone accesses to electricity through renewable energy.

Description of Actual Services Provided by Staff of this Firm in the Assignment:

The scope of work will cover for the following

1)       Complete Initial environmental Examination for “Implementation of 100 MW AC Solar Power Project in in Pabna, Bangladesh”

2)       Report Preparation for IEE study.

3)       Prepare Presentation for Department of Environment (DOE) and Presentation.

4)       Obtaining Site Clearance Certificate from DoE

5)       Preparation of Environmental and Social Impact Assessment (ESIA) along with Environmental Management Plan (EMP) & Obtaining Environmental Clearance Certificate from DoE.

For ease of work, these consultants have breakdown the scope of work into 5 sequential tasks. They are presented in the following graphics:

Task 1: Undertake baseline preparation for IEE and ESIA

Task 2: IEE Survey Process

6)       Public Participation

a)    meetings with local, provincial, and national officials and agencies,

b)    meeting with village and community elders,

7)       Primary and Secondary Data Collection

a)    Identification of sampling points according to the ToR

b)    Sample collection, analysis and interpretation of primary data according to the approved ToR

c)    Collect and review relevant research papers and also information from government organizations.

8)       Relevant Works to write IEE

a)    Impact analysis

b)    Environmental Management Plan (EMP)

Task 3: IEE Report preparation and Submission for Site Clearance

9)       Collect necessary information and organize

10)     Data analysis and synthesis

Task 4: Preparation of ESIA Report for Funding Agency

1)       Relevant Works to write ESIA

b)    Environmental and Social Management Plan (ESMP)

c)    Coordinate with sponsors and assist the sponsors to obtain necessary approval for the documents prepared by the consultant
