Description of Project:

The Government of Bangladesh (GoB) and Japan International Cooperation Agency (JICA) agreed to undertake a development project – Haor Flood Management and Livelihood Improvement Project (HFMLIP), targeting five most vulnerable districts in the Haor region. The Loan Agreement between JICA and the GoB defines the objective of the HFMLIP as:

To reduce the danger from flood, improve access to basic infrastructure and increase agriculture and fishery productivity by: (i) rehabilitating and constructing the flood management facilities; (ii) rehabilitating and constructing rural infrastructure; and (iii) implementing agriculture and fisheries promotion activities in the haor areas in the upper Meghna River basin, thereby contributing to the improvement of living standard and activation of economic activities in the target area.

Description of Actual Services Provided by Staff of this Firm in the Assignment:

The study essentially follows conventional practice for BME studies of rural infrastructure projects. The Terminal Survey will comprise of collecting primary data in the four main project districts through:

i. Rural Road Transport Survey

ii. Market Survey

iii. Boat Landing Station Survey

iv. Household Socio-economic Survey

Quantitative data collection by observation, and by interview of local people using or living within the influence area of the infrastructure and potential beneficiaries, using forms, questionnaires and checklists. The interviewees for the Household Socio-economic Survey will be selected from families living close to the sample roads selected for the Rural Road Transport Survey. This data collection complemented by Focus Group Discussions (FGD) and Key Informant Interviews (KII) to obtain additional quantitative data but more important to provide qualitative context on issues related to the sample project investments that will be surveyed.
