Description of Project:

According to the Gas Sector Master Plan, the growing gas demand of the country has to be met with the existing reserves in the shortest possible time. Moreover, the country will need new gas reserves to meet the increased gas demand. Based on the energy policy, at least 4 (four) exploratory wells are required to be drilled every year by the government’s own resources and to continue the process of gas field discovery on a regular basis. Moreover, a huge amount of foreign currency is being spent every year on the import and purchase of petroleum products from abroad. In order to carry out continuous drilling and workover work, BAPEX has adopted a plan for drilling and workover wells for short term

2022-2025 and medium term 2026-2030. The successful execution of BAPEX’s drilling and

workover activities is dependent on exploration and production support equipment. Successful gas exploration depends on well discovery and gas production support equipment.

 

In recent years, there has been renewed interest in exploring for natural gas in Bangladesh, with several international oil and gas companies expressing interest in participating in exploration and production activities. The government of Bangladesh has also announced plans to expand its gas exploration activities and to attract more foreign investment in the sector. To boost up these exploration activities, the project aimed at purchasing a 2000 HP Rig. These rigs are typically used for drilling deep and complex wells that require high levels of drilling fluid circulation and pressure control. A 2000 HP rig typically consists of a large drilling derrick, which is used to hoist and lower the drill string, as well as a range of specialized drilling equipment, such as mud pumps, blowout preventers, and drill bits. Due to their size and complexity, 2000 HP rigs require a large team of skilled workers to operate and maintain them, including drillers, engineers, and support staff. This project has been adopted to strengthen the operational capability of BAPEX in line with the “Vision-2041”

proposed by the Government of Bangladesh (GoB).

Description of Actual Services Provided by Staff of this Firm in the Assignment:

The consultancy services required under this project refers to the preparation of Initial Environmental Study (IEE) and Environmental Impact Assessment (EIA) report according to the requirement of the Bangladesh Government’s for the project along with obtaining Environmental Clearance Certificate (ECC) from Department of Environment (DoE).

The delivery of the services has been divided into the following task and its sub-tasks.

Task 1: Mobilization and Inception.

Task 2: Detail Survey for Identification of Environmental and Social Features.

► Task 2a: Assessment of Environmental Significance of the Project Area.

► Task 2c: Assessment of Agricultural Impact.

► Task 2d: Assessment of Ecology and Impacts.

► Task 2e: Assessment of Socio-economic Status of the Project Area.

► Task 2f: Stakeholder Consultations.

• Task 3: Climate Change Resilient and Adaptation Assessment.

• Task 4: Impacts Assessment and Development of Mitigation Measures.

• Task 5: Analysis of Alternatives to the Proposed Project.

• Task 6: Establish an Environmental Management Plan (EMP).

• Task 7: Preparation of IEE Report and Submission.
