Description of Project:

The Hazrat Shahjalal International Airport is connected to Kutubkhali (near the Dhaka-Chattogram highway) by the Dhaka Elevated Expressway PPP Project, which improves Dhaka city’s urban transportation services. The First Dhaka Elevated Expressway (FDEE) Co. Ltd. is implementing a Public-Private-Partnership (PPP) between the Government of Bangladesh, represented by the Bangladesh Bridge Authority (BBA), and the ITD Bangladesh Company Limited (ITDB). The project would help to establish a sustainable urban transportation system (UTS) that connects the Dhaka North City Corporation (DNCC) and Dhaka South City Corporation (DSCC) districts. Because Bangladesh currently lacks a modern mass transit system, this project will serve as an example of integrated urban transportation.

Three tranches of the Project (Estimated as per Length) –

•          1st Tranche – 7.45 Km of Expressway Length, Sta.0+000m to Sta.7+450m;

•          2nd Tranche – 5.85 Km of Expressway Length, Sta.7+450m to Sta.13+300m;

•          3rd Tranche – 6.43 Km of Expressway Length, Sta.13+300m to Sta.19+725m.

 

The main components of the Dhaka Elevated Expressway are as follows: –

•          Mainline: Approx. 19.73 km. of Elevated 4 Lane Dual Carriageways

•          Ramp 31 Nos, Length 27 km. (Entry-15, Exit-16)

Total Length (with Ramps) = 46.73 Km.

•          Toll Plaza: 8 Locations

•          Central Control Building: 1 Unit

•          Toll Collection System and Traffic Surveillance System

Consultants understand and appreciate the requirements of the project as per the “approved EIA”. The Consultants’ approach is collaborative and congruent to complete the project within the time limit of one (01) month. It also demonstrates the project objectives and the project setting and context; the approach and methodology to undertaking the tasks; the work plan; and the organization and staffing arrangements to be used to carry out the assignment. The approved EIA as well as preliminary design and noise model has been studied to understand the scope of the study.

Description of Actual Services Provided by Staff of this Firm in the Assignment:

The purpose of the study is to –

• To identify sensitive receptors along the project alignment.

• To collect noise level measurement data for 24 hours along the expressway alignment on sample basis

• To develop a noise model for the DEE PPP project

• To identify the types of barriers to be used along the expressway

• Materials to be used for constructing the noise barriers
