Procurement of Consultancy Services for PPP Transaction Advisory Services for “Supply of Treated Water from Meghna River to Bangabandhu Sheikh Mujib Shilpa Nagar”

To support Chattogram Water Supply and Sewerage Authority (CWASA) engaging an Investor through public private partnership to implement the project and to support CWASA to synergize the strengths of the private sector with those of the public sector to implement a successful water supply project which is mutually beneficial for both the parties while providing uninterrupted supply for the end users. In this regard, the South Korean construction company “Taeyoung Engineering & Construction Co. Ltd.” has approached Government of Bangladesh to implement the project “Supply of Treated Water from Meghna River to BSMSN through PPP-G2G Process”. The implementation of the project in PPP mode has been principally approved by competent authority.

Scope of work for the consultant

The assignment’s scope comprises preparing the Environmental and Social Impact Assessment (ESIA) report, Social Impact Assessment (SIA) report, Land Acquisition Plan (LAP) Report to carry out the task, the following activities were performed:

·     Environmental and Social Impact Assessment (ESIA) under the Project. For baseline data collection, Air quality, Water quality, soil quality, Noise, Vibration, temperature, wind speed & Velocity data were collected from the project location.

·     Household survey was conducted in the region to collect primary social data to prepare the Social Impact Assessment (SIA) report.

·     Focus group discussion (FGD) among peoples of Chattogram Division are conducted during the ESIA, SIA and LAP of the project.

·     Environmental monitoring of various issues due to project activities, such as, environmental pollution (dust, noise, and water); issues as listed in the EMP; flora & fauna; waste management system; drainage system & vegetation.

·     Carry out environmental quality monitoring sampling and testing.

·     Conduct ambient air quality monitoring for 24 hours duration carry out testing of defined parameters, such as Carbon Monoxide (CO), Nitrogen Dioxide (NOx), Sulphur Di-oxide (SOx), Particulate Matter (PM₁₀ and PM_2.5).

·     Collection of surface water samples from project area carry out testing of defined parameters, such as Temperature, pH, Temperature, Turbidity, Electric Conductivity (EC), Biochemical Oxygen Demand (BOD), Chemical Oxygen Demand (COD), Total Dissolves Solids (TDS), Total Suspended Solids (TSS), Total Coliform (TC), Faecal Coliform (FC) and Oil and grease.

Liaison with Client for project activities, reports & invoices submission and follow up payment.
