Description of Project:

The Barisal City Corporation (BCC) is implementing a Climate Change Adapted Urban Development (CCAUD) Project in Barisal city, in the South-central part of Bangladesh. As Barisal city is highly sensitive to climate change, BCC has therefore identified certain interventions under the CCAUD Project to make the city resilient to hazards of flooding, storm surges and cyclone thus reducing the risk of damage to assets, livelihoods, and lives. The Project is funded by KFW, a German government-owned development bank, in cooperation with the BCC and the Government of Bangladesh (GoB). This CCAUD Project at Barisal is part of the “Climate Change Adaptation in Urban Areas” (CCAUA) programme that was a result of the intergovernmental consultations between the Republic of Bangladesh and the Federal Republic of Germany, held in 2013. The programme aimed at formulating and implementing long term strategy for urban development and assisting selected urban areas in Bangladesh to adapt to the challenging effects of Climate Change.

Description of Actual Services Provided by Staff of this Firm in the Assignment:

The assignment’s scope comprises preparing the Environmental and Social (E&S) documents following the Environmental and Social Standards (ESS) of GoB and KFW. To carry out the activities mandated under Component 1, DSCL is

conducting the following studies:

·        Environmental and Social Management Plan (ESMP) for the project components to guide preparation and E&S risks assessment of activities to be identified and prepared during implementation.

·        Environmental monitoring of various issues due to project activities, such as, environmental pollution (dust, noise, and water); issues as listed in the EMP; provision of safe water, sanitary toilet facility and hygienic accommodation for workers at camp sites; provision of adequate occupational health, safety, and fire safety facilities; flora & fauna; waste management system; drainage system & vegetation.

·        Carry out environmental quality monitoring sampling and testing.

·        Conduct ambient air quality monitoring for 8 hours duration each at three locations and carry out testing of defined parameters, such as Carbon Monoxide (CO), Nitogen Di-oxide (NOx), Sulphur Di-oxide (SOx), Particulate Matter (PM10) and Particulate Matter (PM2.5).

·        Collection of surface water samples from two locations and carry out testing of defined parameters, such as Temperature, pH, Temperature, Turbidity, Electric Conductivity (EC), Biochemical Oxygen Demand (BOD), Chemical Oxygen Demand (COD), Total Dissolves Solids (TDS), Total Suspended Solids (TSS), Total Coliform (TC), Faecal Coliform (FC) and Oil and grease.

·        Carry out ambient noise level measurement at project locations during the day and night-time (30 minutes duration in each time).

·        Analysis of environmental quality sampling test results.

·         Preparation of Environmental Quality Monitoring Reports at the end of every month, including the analysis result of surface water quality testing, air quality monitoring, monitoring and noise level measurement.

·        Liaison with Client for project activities, reports & invoices submission and follow up payment.
