Monthly Environmental Monitoring Services and Quality Test Assessment for Installation of Wellhead Gas Compressor at Titas (Location-C) and Narsingdi Gas Fields under Bangladesh Gas Field Company Limited (BGFCL). Bangladesh Gas Fields Company Limited (BGFCL) is the largest state-owned gas production company in Bangladesh. At present around 826 MMSCFD Gas is being produced from 5 BGFCL producing fields. Aiming to mitigate the ongoing gas crises, various production development projects have been identified under a Survey on the Natural Gas Efficiency carried out by M/s Oriental Consultants Company Ltd. Japan in the year 2013. Amongst the development projects, the study recommended installation of gas compressors at Narsinghdhi and TITAS Location C to arrest the declining field production and to meet the sales gas delivery pressure requirement at 1000 psig.

The two compressor sites are situated at Kamartek in Narsingdi District and Suhilpur in Brahmanbaria District for installation of compressor and ancillary facilities are located at company’s own premises and no land acquisition will be needed. The Narsingdi Compressors will be installed in Narsingdi Gas Field of BGFCL at the premises of existing Gas processing plant. The Titas Location-C Compressors will be installed at Titas Gas Field of BGFCL at the premises of existing Gas processing plant.

DSCL was engaged to conduct Baseline Environmental Monitoring for single (1) time immediately after project commencement; regular environmental quality monitoring and safeguard monitoring throughout the 12 months construction period on monthly basis for 12 times; monitor the environmental safeguards of the project area; monitor the occupational and public health & safety in & around the project area; monitor the environmental pollution in the project area due to the construction activities; and accordingly preparation of one (1) Baseline Environmental Monitoring Report and 12 Environmental Monitoring Report at the end of every time. DSCL also prepared a Contractor Environmental Management plan (CEMP) of project immediately after project commencement.

The environmental quality monitoring activities included: ambient air quality and noise level measurement, the environmental quality monitoring scope was according to the Environmental Management Plan (EMP) as included in the technical specifications of the Civil Works Contract. The sampling locations was specified by the clients.

§ Environmental monitoring of various issues due to project activities, such as, environmental pollution (dust, noise, and water); issues as listed in the EMP; provision of safe water, sanitary toilet facility and hygienic accommodation for workers at camp sites; provision of adequate occupational health, safety, and fire safety facilities; flora & fauna; waste management system; drainage system & vegetation.

§ Prepared a Contractor Environmental Management plan (CEMP) of project immediately after project commencement.

§ Carry out environmental quality monitoring sampling and testing.

§ Conduct ambient air quality monitoring for 2 hours duration each at two locations and carry out testing of defined parameters, such as Nitogen Di-oxide (NOx), Sulphur Di-oxide (SOx), Particulate Matter (PM10) and Particulate Matter (PM2.5), SPM and CO.

§ Air quality monitoring conducted single (1) time for baseline environmental quality monitoring and 12 times on monthly basis for environmental quality monitoring. Laboratory test by DSCL at in-house laboratory or at site by field testing kit.

§ Carry out ambient noise level measurement at six locations (both sites) during the day (30minutes duration in each time).

§ Noise level measurement conducted single (1) time for baseline environmental quality monitoring and 12 times on monthly basis for environmental quality monitoring. Laboratory test by DSCL at in-house laboratory or at site by field testing kit.

§ Analysis of environmental quality sampling test results.

§  Preparation of one (1) Baseline Environmental Quality Monitoring Report and 12 Monthly Environmental Monitoring Report at the end of every time, including the analysis result of air quality monitoring and noise level measurement.

§ Environmental monitoring of various issues due to project activities, such as, environmental pollution (dust, noise, and water); issues as listed in the EMP; provision of safe water, sanitary toilet facility and hygienic accommodation for workers at camp sites; provision of adequate occupational health, safety, and fire safety facilities; flora & fauna; waste management system; drainage system & vegetation.

§ Preparation of monthly Environmental Monitoring and Liaison with Client for project activities, reports & invoices submission and follow up payment.
