Description of Project:

Bangladesh Chemical Industries Corporation (BCIC) is establishing the Ghorashal Polash Urea Fertilizer Factory adopting state of the art technology with a view to boost up the urea production capacity of our country. BCIC requested Bangladesh Railway (BR) to construct new Railway siding line from Ghorashal Railway Station to Polash Urea Fertilizer Factory for carrying fertilizer by railway smoothly. For this reason, BR has already determined a suitable alignment of the proposed railway siding line.

In view of the above preliminary assessment of different components of relevant siding such as track bridge/culverts, station facilities (if required), level-crossing(s) and other infrastructure as deemed required in terms of quantity and cost has been derived which was sent to BCIC. As per mutual decision, BCIC will soon deposit estimated cost to BR and BR is going to float tenders for engaging contractor for the construction of siding. As per the estimate, provision of engaging Construction Supervision Consultant (CSC) is kept who will mainly supervise the construction work during execution as well as review the design to be provided by the contractor.

Description of Actual Services Provided by Staff of this Firm in the Assignment:

The consultant prepared Environmental and Social impact Assessment (ESIA), and Environment and Social Action Plan (ESAP) report etc.,

§  Review of relevant all documents and data/information from secondary sources, and identifies gaps to be filled, relevant to the environmental screening needs from field surveys.

§  Conduct preliminary analysis of impacts and management measures of the nature, scale and magnitude of the impacts that the sub-project is likely to cause on the environment and classify the same using established methods.

§  Conduct stakeholder consultation in accordance with the ECR 2023.

§  Prepare an ESIA report in accordance with the Department of Environment (DoE) approved TOR.

§  Obtaining Site Clearence Certificate (SCC) from DoE prior to the start of the construction work.
