Consultancy Services for Initial Environmental Examination (IEE) including Environmental Management Plan (EMP) and Emergency Response Plan (ERP) for four (04) Concrete Batching Plants under FDEE; Monthly Environmental Monitoring & Quality Test Assessment, Environmental Clearance Certificate (ECC) & it’s renewal for First Dhaka Elevated Expressway PPP Project

The Government of Bangladesh has started to construct an elevated expressway stretching from Hazrat Shahjalal International Airport to Kutubkhali (connecting Dhaka-Chittagong Highway) to add additional capacity to the existing north-south routes as well as act as a bypass option to alleviate traffic congestion within Dhaka city. The First Dhaka Elevated Expressway (FDEE) project is implementing under Public-Private-Partnership (PPP) by the First Dhaka Elevated Expressway Co. Ltd.

The scope of work of the IEE & EMP includes:

§  Review of relevant all documents and data/information from secondary sources, and identifies gaps to be filled, relevant to the environmental screening needs from field surveys.

§  Provide a description of the environmental baseline (such as baseline data on physical, biological/ecological, and socio-economic characteristics of the subproject site along with area of influence).

§  Represent the field surveys where include baseline (air, noise, surface water and ground/drinking water) environmental quality monitoring at representative and sensitive locations, and identification of macro-level environmental issues within the Sub-project’s influence area.

§  Collect information on environmentally sensitive locations on and along the sub-projects as well as within the sub-project’s influence area.

§  Analysis of alternatives to the proposed sub-projects.

§  Identify and assessment of potential environmental impacts due to implementation of the sub-projects.

§  Conduct preliminary analysis of impacts and management measures of the nature, scale and magnitude of the impacts that the sub-project is likely to cause on the environment and classify the same using established methods.

§  Develop Environmental Management Plan (EMP) including Monitoring Plan for successfully implementing the mitigation/enhancement measures.

§  Develop Emergency Response Plan for the IEE reports,

§  Prepare two IEE reports for separate batching plant (Trench 1 & Trench 2)

§  Assist the Client in coordination and liaison with the DOE to organize presentation and facilitate the process of IEE approval and thereby issuance of Environmental Clearance Certificate (ECC).

Services also included:

§ Environmental monitoring of various issues due to project activities, such as, environmental pollution (dust, noise, and water); issues as listed in the EMP; provision of safe water, sanitary toilet facility and hygienic accommodation for workers at camp sites; provision of adequate occupational health, safety, and fire safety facilities; flora & fauna; waste management system; drainage system & vegetation.

§ Carry out environmental quality monitoring sampling and testing.

§ Conduct ambient air quality monitoring for 8 hours duration each at three locations and carry out testing of defined parameters, such as H₂S, Sulfur Dioxide (SO_x), Oxides of Nitrogen (NO_x), Carbon Monoxide (CO), O₃, O₂, CO₂, TVOC, Air Suspended Particulate Matter (SPM), Particulate Matter (PM₁₀), Humidity, Wind direction, Wind speed, Temperature.

§ Air quality monitoring conducted single (1) time for baseline environmental quality monitoring and five (5) times on half yearly basis for environmental quality monitoring. Laboratory test by JV DSCL-HOPE at in-house laboratory or at site by field testing kit.

§ Collection of surface water samples from two locations and carry out testing of defined parameters, such as Temperature, Turbidity, pH, TDS, EC, TSS, Fe, NH3–N, As, Fe, Mn, DO, COD, BOD5, TC, FC, Total N, Total P.

§ Surface water quality monitoring conducted single (1) time for baseline environmental quality monitoring and five (5) times on half yearly basis for environmental quality monitoring. Laboratory tests at Bangladesh University of Engineering and Technology (BUET) laboratory and Department of Public Health Engineering (DPHE) laboratory; and some by JV DSCL-HOPE at in-house laboratory or at site by field testing kits.

§ Collection of groundwater samples from three locations and carry out testing of defined parameters, such as Temperature, Turbidity, pH, TDS, EC, TSS, Fe, NH3–N, As, Fe, Mn, DO, COD, BOD5, TC, FC, Total N, Total P.

§ Groundwater quality monitoring conducted single (1) time for baseline environmental quality monitoring and five (5) times on half yearly basis for environmental quality monitoring. Laboratory tests at Bangladesh University of Engineering and Technology (BUET) laboratory and Department of Public Health Engineering (DPHE) laboratory; and some by JV DSCL-HOPE at in-house laboratory or at site by field testing kits.

§ Carry out ambient noise level measurement at six locations during the day and night-time (15 minutes duration in each time).

§ Noise level measurement conducted single (1) time for baseline environmental quality monitoring and five (5) times on half yearly basis for environmental quality monitoring. Laboratory test by JV DSCL-HOPE at in-house laboratory or at site by field testing kit.

§ Collection of soil samples from two locations and carry out testing of defined parameters, such as pH, As, Pb, Hg, Cd, Cr, Zn.

§ Soil quality monitoring conducted single (1) time for baseline environmental quality monitoring and five (5) times on half yearly basis for environmental quality monitoring. Laboratory tests at Dhaka University (DU) laboratory and Bangladesh University of Engineering and Technology (BUET) laboratory; and some by JV DSCL-HOPE at in-house laboratory or at site by field testing kits.

§ Analysis of environmental quality sampling test results.

§ Preparation of Baseline Environmental Quality Monitoring Report and Environmental Quality Monitoring Report at the end of every time, including the analysis result of surface & ground water quality testing, air quality monitoring, soil quality monitoring, and noise level measurement.

§ , Environmental Clearance Certificate (ECC) & it’s yearly renewal

§ Liaison with Client for project activities, reports & invoices submission and follow up payment.
