Description of Project:

Development of a country largely depends upon its proper electricity service, as it influences the other sectors like industry, education, agriculture and so on. Power sector is considered one of the most vital sectors in Bangladesh. But at present, the generation of electricity is inadequate, and shortage of electricity supply is occurred frequently that hampers the quality of electricity services for the nation. With a view to meet the said peak electricity demand, Coal Power Generation Company of Bangladesh (CPGCBL) is planning to construct a new power plant under the project “Construction of Matarbari 600X2 MW Coal-Fired Power Station and Associated Facilities”.

The overall environmental management strategy that will be adopted and implemented during the construction phase of the proposed extending the road 30.340 km to 36.123 km (5.784 km Access Road) including the proposed bridge over Kohelia River and Proposed 7.4 km long embankment from Rajghat, Matarbari to Mohoriguna, Dhalghata site is located east of the project along the west bank of the river. hereafter referred to as the proposed road development. The project will be carried out in one phase. The monthly environmental monitoring acknowledges this and ensures that the project elements are done in an environmentally sensitive manner.

The BRT project is funded by the Japan International Cooperation Agency (JICA) and implemented by the Roads and Highways Department (RHD).

Description of Actual Services Provided by Staff of this Firm in the Assignment:

 

Services included:

§ Environmental monitoring of various issues due to project activities, such as, environmental pollution (dust, noise, and water); issues as listed in the EMP; provision of safe water, sanitary toilet facility and hygienic accommodation for workers at camp sites; provision of adequate occupational health, safety, and fire safety facilities; flora & fauna; waste management system; drainage system & vegetation.

§ Carry out environmental quality monitoring sampling and testing.

§ Conduct ambient air quality monitoring for 4 hours duration each at four locations and carry out testing of defined parameters, such as Carbon Monoxide (CO), Nitogen Di-oxide (NOx), Sulphur Di-oxide (SOx), Particulate Matter (PM10) and Particulate Matter (PM2.5).

§ Air quality monitoring conducted single (1) time for baseline environmental quality monitoring and 12 (4) times on quarterly basis for environmental quality monitoring. Laboratory test by DSCL at in-house laboratory or at site by field testing kit.

§ Collection of surface water samples from four locations and carry out testing of defined parameters, such as Temperature, pH, Temperature, Turbidity, Electric Conductivity (EC), Biochemical Oxygen Demand (BOD), Chemical Oxygen Demand (COD), Total Dissolves Solids (TDS), Total Suspended Solids (TSS), Total Coliform (TC), Faecal Coliform (FC) and Oil and grease.

§ Surface water quality monitoring conducted single (1) time for baseline environmental quality monitoring and 12 times on quarterly basis for environmental quality monitoring. Laboratory tests at Bangladesh University of Engineering and Technology (BUET) laboratory and Department of Public Health Engineering (DPHE) laboratory; and some by DSCL at in-house laboratory or at site by field testing kits.

§ Collection of groundwater samples from four locations and carry out testing of defined parameters, such as pH, Color, Total Dissolved Solids (TDS), Turbidity, Total hardness, Chloride (Cl-), Manganese (Mn), Iron (Fe), Arsenic (As), Total Coliform (TC) and Faecal Coliform (FC).

§ Groundwater quality monitoring conducted single (1) time for baseline environmental quality monitoring and 12 times on quarterly basis for environmental quality monitoring. Laboratory tests at Bangladesh University of Engineering and Technology (BUET) laboratory and Department of Public Health Engineering (DPHE) laboratory; and some by DSCL at in-house laboratory or at site by field testing kits.

§ Carry out ambient noise and vibration level measurement at four locations during the day and night time (15 minutes duration in each time).

§ Noise level measurement conducted single (1) time for baseline environmental quality monitoring and 12 times on quarterly basis for environmental quality monitoring. Laboratory test by DSCL at in-house laboratory or at site by field testing kit.

§ Collection of riverbed samples from two locations and carry out testing of defined parameters, such as Total Cadmium (Cd), Total Mercury (Hg), Total Lead (Pb), Total Chromium (Cr), Total Zinc (Zn), Total Copper (Cu), Total Iron (Fe) and Total Manganese (Mn).

§ Riverbed monitoring conducted single (1) time for baseline environmental quality monitoring and 12 times on quarterly basis for environmental quality monitoring. Laboratory tests at Dhaka University (DU) laboratory and Bangladesh University of Engineering and Technology (BUET) laboratory.

§ Benthos and Plankton sample single (1) time for baseline environmental quality monitoring and 12 times on quarterly basis for environmental quality monitoring. Laboratory tests at Dhaka University (DU) laboratory.

§ Analysis of environmental quality sampling test results.

§  Preparation of one (1) Baseline Environmental Quality Monitoring Report and 12 Environmental Quality Monitoring Report at the end of every time, including the analysis result of surface & ground water quality testing, air quality monitoring, soil quality, monitoring and noise level measurement.

§ Liaison with Client for project activities, reports & invoices submission and follow up payment.
