Description of Project:

The objective of the City Governance Project (CGP Project) is to improve the public services and promote economic opportunities in the targeted five City Corporations (i.e. Narayanganj City Corporation, Comilla City Corporation, Rangpur City Corporation, Gazipur City Corporation, and Chittagong City Corporation), by strengthening the City Corporations’ administrative capacity and improving urban infrastructures, thereby contributes to the economic growth and the living environment improvement in the targeted cities. Local Government Engineering Department (LGED) is the Executing Agency and the City Corporations are the Implementing Agency of this CGP Project and jointly funded by Bangladesh Government and Japan International Cooperation Agency (JICA).

 

The scope of this assignment was to carry out 6 (six) Environmental Impact Assessment (EIA) and preparation of the 6 (six) EIA Report, including Environmental Management Plan (EMP) and Environmental Monitoring Plan for construction of the below 3 (three) overpass/flyover and 3 (three) water supply systems:

Construction of Sagarika A.K. Khan overpass in Chittagong City Corporation.

§  The length of proposed Sagarika A.K. Khan overpass is 1200m and to be constructed starting from AK Khan Road to Sagarika road with 4 offshoots, where the first offshoot runs along the Jakir Hossain Road, second offshoot runs towards the Alongker more and the third and fourth offshoot runs to both east and west direction of the Dhaka Trank Road.

§  The total estimated cost for construction of this overpass is BDT 100.43 Crore.

Construction of Jakir Hossain Road Rail Crossing Overpass in Chittagong City Corporation.

§  The length of proposed Jakir Hossain Road rail crossing overpass is 650m

§  The total estimated cost for construction of this overpass is BDT 36.08 Crore.

§  Construction of New Market Overpass in Chittagong City Corporation.

§  The length of proposed Pre-Stressed Concrete Girder Overpass at New Market Crossing is 691.29m and will be constructed on the Station Road at the Southern Part of Chittagong City Corporation & also in front of the Chittagong New Market and will start after the entrance of Chittagong Railway Station and ends at the junction of Kotwali Thana Mor.

§  The total estimated cost for construction of this overpass is BDT 36.23 Crore.

 

Replacement of 12.50km Old Asbestos/MS Water Supply Pipeline from Medical Moure to Mahiganj and Construction of 06 Nos Production Tube Well (PTW) including Pump House & Pump, and 32.0km Distribution Line at different places of Rangpur City Corporation in Rangpur.

§  The proposed PTW’s will be constructed in both Government and Private lands, where 1 no. PTW will be on Government land near at Nagar Mirganj old union complex; 6 no. PTW will be at 20 no. Ward, Terminal Road, near Goneshpur Bus Stand; 7 no. PTW will be in 15 no. ward, Purbo Ghaghot Para; 8 no. production tube well will be beside the Cow Market at Lalbagh Bazar; 9 no. PTW will be on filling in a big Pond Area beside central bus terminal Jame Mosque; and 10 no. PTW will beat 30 no. ward, Purbo Khasbagh, on low Land.

§  The total estimated cost for construction of 44.5km pipeline is BDT 14.79 crore.

Construction of 4 nos. Production Tube Well (PTW), 3 nos. Overhead Tank including Pump, and 50km Distribution Line in different places of Rangpur City Corporation.

§  The proposed tube wells and overhead tanks will be constructed in Government land and one councillor’s land. The 2 no. PTW will be on Government land; 3 no. PTW will be beside Uttam School and College; 4 no. PTW will be on Councillor’s land which is in 17 no. ward, Rampura; and 5 no. PTW will be in 6 no. ward, Burir Hat, Uttar Kubaru. And one overhead tank will be on proposed land; one overhead tank will be on Government place; and another overhead tank will be on 9 no. ward, Jummapara. The 50km distribution line passes through a number of wards (ward no. 2, ward no. 3, ward no. 4, ward no. 6, ward no. 16 and ward no. 17).

§  The main objectives of this EIA study are, (a) assess both positive and negative environmental

§  The total estimated cost for construction of 4 Nos. Production Tube-wells, 3 nos. Overhead Tank including Pump house and 50 km distribution pipeline is BDT 18.14 crore.

Installation of 3 (three) Nos. Production Tube Wells (PTW), including Pump House, necessary electrical works, and 10.00km Distribution Pipe Line at Zone 2, 4, and 5 respectively in Gazipur City Corporation.

§  The proposed tube wells with pump houses will be constructed on Government Khas land, councillor’s land and a private land. The 2 No. Zone PTW with Pump House will be constructed on Private Land. The 4 No. Zone PTW with Pump House will be constructed on Government Land. The 5 No. Zone PTW with Pump House will be constructed on councillor’s land. And the distribution pipe lines for 2 No. Zone PTW will pass through a number of places.

§  The total estimated cost for construction of 4 Nos. PTW, Pump House &10km distribution pipeline at Zone-2, 4 and 5 in Gazipur City Corporation is 15.81Crore. And the estimated cost for the project is BDT 5,49,56,754.00.

Description of Actual Services Provided by Staff of this Firm in the Assignment:

Services included:

§  Collection and review of all available relevant data and reports.

§  Collection of primary and secondary environmental and socio-economic data.

§  Establish the environmental and social baseline conditions of the project.

§  Assessment of the baseline environmental and social condition through field surveys and investigation (sampling & testing).

§  Conduct socio-economic field surveys through Semi-structured Questionnaire, Key Informant Interviews and/or Public Consultation through Focused Group Discussions.

§  Conduct environmental quality monitoring sampling and testing for air quality, surface & groundwater quality, soil quality, and noise & vibration level.

§  Assess the existing physical environment, biological environment, and socio-economic environment.

§  Analysis of the data to identity the potential environmental impacts.

§  Preparation of an EIA Report, including the EMP and the environmental monitoring plan, in compliance with the requirements of the Department of Environment of the Government of Bangladesh and Japan International Cooperation Agency (JICA).

§  Liaison with DOE to obtain Environmental Clearance Certificate (ECC) for the projects.

§  Planning and organization of public consultation meeting, including selection of venue, date, time.
