Description of Project:

The Project site is located at 7 no. Kumira Union, Sitakunda, Chattogram where the Dhaka-Chattogram highway has passed beside the western boundary and the Dhaka-Chattogram railway have passed beside the eastern boundary of the factory. The eastern side factory is dominated with low height mountainous area, whereas the coast of Bay of Bengal is located around 3.5 km toward the southern side of the project site. Several other industries are located towards the north side of the site.

The project company created an artificial lake, around 2 km towards the eastern side of the factory (after crossing the Dhaka-Chattogram railway), to reserve rainwater in 2018. The reserved water is used in the factory’s operation throughout the year. A water recycling plant has been built inside the factory for this purpose. On the southern side of the lake, a dam has been made using sand sacks. Whereas, remaining three sides of the lake is surrounded by hills and hills’ landings with man-made trees.

The project company aims to use the water reservoir and its surrounding area for agricultural purposes. Currently, more than hundred ducks are being fostered there. Total area of the project company is approximately 200 acres, out of which, 120 acres is purchased, and 80 acres is taken on lease.

Description of Actual Services Provided by Staff of this Firm in the Assignment:

Services included:

§ Collection and review of relevant information regarding environmental legislation, statutory orders, by-laws, etc. connected to preparation and approval of the ESIA report by the Infrastructure Development Company Limited (IDCOL) and draft the memo. The memo will also consider the requirements of donor agencies’ guidelines (e.g., WB, ADB, JICA etc.).

§ Conduction of meetings with the Department of Environment, the Ministry of Environment, Forest & Climate Change (MoEFCC). During these meetings appropriate legal and administrative procedures will be discussed. Review of other relevant environmental laws, regulations, Norms, and Standards on Air, Noise, Water, Waste, Wildlife, etc.

§ Conduction of discussion meeting with the Department of Environment particularly for “Environmental Clearance Certificate” in accordance with the Environment Conservation Act, 1995 and Bangladesh Environment Conservation Rules, 1997.
