Description of Project:

Checkpoint Systems Bangladesh Ltd. engaged Development Solutions Consultant Limited (DSCL) to perform a Phase I Environmental Site Assessment for the proposed 6 storied factory building situated at Plot No-267, 268, AEPZ Adamjeenagar, Siddhirganj, Narayanganj- 1431, Bangladesh. The purpose of this Phase I ESA is to minimize environmental risk/liability by identifying sources or potential sources of contamination within the subject site. The assessment was performed in general compliance with ASTM International’s E1527-13 Standard Practice, approved by the Environmental Protection Agency (EPA).

Description of Actual Services Provided by Staff of this Firm in the Assignment:

Scope of Services included –

§  Identifying and visually surveying the subject property for the presence of hazardous substances.

§  Obtaining information from the client through a completed disclosure questionnaire and a review of a title report, if provided by the client.

§  Reviewing historical images and the nature of past property usage.

§  Reviewing readily available soils, geology, or environmental reports for the subject property or subject property vicinity.

§  Interviewing persons knowledgeable about the subject property, including current and previous owners.

§  Preparing the report summarizing any observations, sources used, findings, conclusions, and opinions.

§  Collection of primary data, including extrapolation environmental features on proposed project design, tree inventories, location and measurement of socio-cultural features adjoining the proposed project area.

§  Collection of the secondary data on macro-environmental setting, such as, climate (temperature, rainfall, humidity, & wind speed), physiography, geology etc. from secondary sources.

§  Review of the environmental legislation, regulatory policy & guidelines, and considerations relating to the implementation of the project.

§  Review of the policy, legal and administrative framework for ESA process.

§  Assessment of the baseline environmental and social condition through field surveys and investigation (sampling & testing).

§  Impacts assessment of ecologically sensitive areas (e.g. wildlife sanctuaries, biosphere reserve, and protected places).

§  Assess the existing physical environment, biological environment, and socio-economic environment.

§  Physical environment covered different physical natural features and included major parameters & factors, such as, climate (temperature, rainfall, humidity, wind speed, sunshine, & cloud coverage), ambient air quality, noise level, physiography, topography, geology & hydrology, water resources (surface & ground water), soil quality, agro-ecological zones (soil condition, & floodplain), seismicity, etc.

§  Biological environment covered factors related to life and included major features, such as, bio-ecological zones (major rivers), ecosystem, flora & fauna, protected areas & red book species, etc.

§  Socio-economic environment covered anthropological factors, such as, demography, age, sex/gender, household, nutrition, religion, ethnicity, land use ownership, cropping pattern, occupational pattern, livelihood, income, infrastructure, settlement plan & housing, transport & communication, sources of drinking water, sanitation facility, poverty, health, recreational activities, archaeological & cultural heritage, climate change & natural disaster, environmental & social hotspot, etc.

§  Soil Contamination Analysis, Parameters are pH, Organic Carbon, Phosphate, Nitrate, Total Bacterial Count, Pb, Ni, Cr (IV), Zn, Cu.

§  Preparation of Environmental Site Assessment (ESA) Report
